Your telegram of 29th September. Hannibal. The

Foreign Office under whose instructions Mortleman acted

now withdraw objections to Conference carrying cargo on

the understanding that Hannibal is taking steps to find a new agent in Canton and has severed his connection with Wendt. From your telegram of September 29th I understand that this is the case. Accordingly the Conference has

been told that they can carry cargo.
